The territorial civil service is the result of the devolution process, and
of the determination to endow the local authorities with agents and executives
able to manage their new activities. Around the principles of the
unity of the territorial civil service, of its specificity and its similarity
with the state’s civil service, an original, consensual model has emerged
which can be seen as both a job market and a civil service career path.
The local authorities executives are close to the elected officials, they
serve the public and a territory, they are in charge of major projects and
budgets, and they fulfil functions that are more and more attractive.
