As supranational institutions develop, interest groups can be expected to
re-target their lobbying strategies to take account of the new distribution
of power between different levels of government and institutions. Evidence
within the European Union suggests that interest groups are successfully
adapting to a policy game which all actors find unpredictable. The most
successful policy actors are likely to be those who can develop flexible
preference formation procedures and who can be fluid in the range of relationships
that they cultivate.
