Since the decentralization reform, the mecanisms of control exercised over
local authorities and their officials by administrative and criminal judges,
public accounts comptrollers, and administrative judicial authorities have
become more and more sophisticated. Nevertheless, they are generally
deemed rather inefficient. They tend to be limited by a permanent wavering
between two opposite structural approaches: one that stresses an
external regulation based on a strict respect of the law and one that insists
on the continuing co-management of local affairs by the State.
