Paul ALLIÈS - An Exemplary Ballot System?

The electoral law adopted on November 19, 1982 will be tested for the third
time on the occasion of the coming June 1995 local elections. With its special
blend of proportional representation and majority rule, it is increasingly
presented as a reference for other types of ballots and fosters a strong
consensus. It would therefore appear to exemplify the progress achieved by
management at the municipal level since the adoption of the decentralization
measures. However reality is somewhat different. This law may indeed
be presented as exemplary but for a totally different reason : it has modernized
the structures of reproduction of local political personnel without
making them more accessible to the citizens.
