So far the twin logics of integration and cooperation, which have characterized the building of Europe since the outset, have produced a dual system as far as the international role of the Community is concerned. The European Union Treaty maintains this dual system but it also corrects it by creating a single institutional framework which should guarantee the coherence of the various actions taken. A major breakthrough is also occuring in the field of defense, which had so far remained taboo. Résumé
