There are technical reasons for the health insurance deficit (medical progress,
aging of the population, medical demography). It is however
mainly due to a certain inability to reduce it through a greater flexibility
of health services and benefits. There are also technical reasons for
the old age pension program deficit (retiring baby boomers and stagnation
of the working-age population). But it is mainly due to a lack of
anticipation of such expected phenomena. By accepting a system of welfare
on credit, we hinder economic competition and threaten social
cohesion.
