The relationship between liberties and constitutions is as old as constitutions
themselves. Once it was agreed to inscribe liberties in the
constitutions they found their place at the center of the constitutional
edifice in order to be more efficiently protected against any abuse of power. While all the liberties have not been integrated in the constitutions,
they now coexist with a series of « rights » whose strength tends
to be eroded by their very multiplication.
