Gérard MARCOU - District Autonomy: a Comparative Survey

There are many differences between the various European states regarding
how they conceive districts and the content they give to their autonomy,
and regarding the nature of the competence of the districts.
Control tends to be limited to the legality of their action and is usually
exercized by an administrative authority. Management control tends to
increase. The strengthening of regional powers leads to a weakening of
district powers. The autonomy of districts is measured more by the
margins of maneuver at their disposal than by the volume of their
powers.
