Irène BELLIER - Do the ENA students form a tribe, a corps or a spirit?

The author analyzes the constitution of the students of the ENA into a
social and professional group by highlighting the processes of internal differentiation
and of definition of a collective identity which they experience
during their stay at the school. The acquisition of a single language, a single
method of dealing with issues and a similar spirit which was supposed to
limit the isolation of the higher civil service has, instead, ended up in isolating
the group itself. The competitive spirit which is part and parcel of the
hierarchical system, together with the inequalities that exist between the
higher civil service and the other administrative bodies, are a heavy burden
on the relationships within the group and between its members and the rest
of society.
