Electoral fraud is studied over time and in different countries. There is
fraud pure and simple, and then it takes on new forms of expression.
How can fraud be distinguished from error ? When does one move
from the interpretation of the law to fraud ? Is the limit between the
two that evident ? And let’s continue with a few practical questions :
What about absentee voting ? What about the inevitable errors in the
electoral lists ? And the secret ballot ? Does electoral fraud exist on a
large scale ? What should we make of the too well-organized street
protests ? How can we deal with the violation of electoral laws regarding
disproportionate foreign financing of candidates ? What about the
monitoring of the vote ? What is the place of neutrality in a context of
realpolitik ?
