The article surveys the various stages of the development of the Indian
Union since 1950. It highlights the original features of a system
characterized at once by unifying tendencies and an extreme flexibility.
The author tries to show how the dominant position of the Congress
Party has long favored centralization and prevented the implementation
of decentralizing reforms, and how the recent regionalization of politics
has helped to give these reforms a new vitality.
