For over a century, democracy has worked with expenses exceeding revenues, until the multiplication of scandals brought the attention of policy-makers on this gap. The immediate motivation for the transition from a situation marked by the absence of legislation to the adoption of a law was an attempt to wipe out the past, by voting an amnisty, but in the end a modern and strict legislation has been introduced.
