The administrative and political structures of the executive locate the
operational command of the state apparatus at Matignon and give the
Prime Minister the means to exercise his mission according to
article 21C of the Constitution. However, the leadership of the government
is submitted to the interference of the Presidency. The head of
government is faced with a dilemma that has historically been solved
only by the transiency of his function.
