Recent medical, economic and political changes could put into question
the bases upon which the balance between liberty and the protection of
health has been gradually established in our society. The public health
system and its economic regulation procedure have led to a multiplication
of sanitary norms and prohibition measures. Freedom of choice
remains the basic principle for the organization and operation of the
French system of public health and health insurance. However, various
mechanisms of sanitary conditioning tend to develop insidiously. The
development of a genuine political debate about public health issues is
more urgent than ever.
