The actions of the immigration police unavoidably collides with civil
liberties, in particular when it focuses on the selection of immigration
flows and the repression of illegal immigration. Accordingly, greater
means and margins of manoeuvre are given to the administration and
the police, with negative consequences for the individual rights of foreigners,
of their kin and of the people who help them.
But looking at the last fifteen years in retrospect, one is struck by the
opposition between some remarkable progress made in the granting of
collective rights and liberties to foreigners on the one hand and, on the
other, a decline of individual liberties which are being crushed by the
various selective and repressive policies.
