The French exception does not lie in the existence of three levels of local
authorities, but in the number of districts and the difficulty of reforming
them. From this point of view, the law of July 1999 represents a real
break with the past. By adopting a ten-year perspective, by maintaining
the network of local officials, by taking as its goal the establishment
over the entire territory of interdistrict structures elected by direct universal
suffrage and granted new power at the local level, interdistrict
cooperation may become the keystone of a new stage in the process of
decentralization.
