As the role of the state has been questioned for two decades and the meaning of its legitimizing values has become more and more uncertain, can one still have the ambition to serve the state? The changes to which the state is confronted imply a new conceptualization of its domain and modes of action. Today, as in the past, such a vast program of “modernization” should attract young highly qualified people whose ambition it is to be actors of the reform process. Résumé
