Louis SCHWEITZER - Is a Career in the Higher Civil Service Becoming Less Appealing?

The article starts from the fact that, as measured by the number of candidates
to the competitive entrance exams, a career in the higher civil
service appears to remain appealing.
However, certain of the elements that make such a career appealing in
France – the prestigious schools that open access to the civil service, the
career asset represented by a passage through the civil service – are
beginning to be questioned. That is why it has become urgent to act in
order to guarantee the bases of the appeal of a civil service career, i.e. an
improved status, and real responsibilities together with the means to fulfil
them. The article concludes with a few proposals in that respect.
