Hubert HAENEL - Local justice : a first balance-sheet
Pouvoirs n°74 - Les juges - septembre 1995 - p.96-106
The judiciary has always found it difficult to satisfy the expectations of
those who are to be tried. This has been all the more difficult since these
expectations have changed according to demographic, geographic,
sociological, cultural or even psychological transformations. It has been
necessary to alter the image of justice in order to make it more familiar,
as well as to make it possible for the judge to react more quickly to the
cases he has to deal with.
