Pierre AVRIL - One Man, One Vote ?

The principle of “one man, one vote” implies both the universal character
and the equality of suffrage. The present geographical distribution
of the members of Parliament clearly violates the rule established
by the Conseil constitutionnel according to which districting should
be carried out “on essentially demographic criteria”. Yet, this violation
cannot be sanctioned.
