Political parties, everywhere, fulfill two functions, distinct but related:
to represent and to integrate the various demands of society, so as to let
the executive govern the country according to its constitution. In India
today, since the Congress Party lost its dominance (1989), parties have
increased in clout and number, in response to the calling of castes and
regions. The article presents a detailed survey of the present political
landscape. In spite of an electoral law based on the first-past poll
principle, the combination of a Westminster-type system with the
patchwork of castes and regions characteristic of India has resulted in
a lingering crisis of governance. India, like Europe, is carried along in
an ongoing process of rapid change, from opposite premisses.
