The California governance crisis has jeopardized the great goals of
hopes that are known as the American dream. Part of the problem is
the difficulties experienced by the major political parties in leading
the government. Democrats dominate the electorate and state offices,
but face numerous obstacles to being a successful governing party.
Republicans have both become narrow demographically and ideologically.
Structural limitations include such voter-approved measures as
tax limitations and term limits. Changing demographics offer the
possibility of a new constituency for public investment, but political
participation of new groups still lags. The future of California politics
and government may require Democrats to find ways to translate their
electoral edge into governing power, and Republicans to empower
their moderate and popular leaders.
