If European societies wish to reset themselves on a course of just growth, they must not only re-adapt their welfare institutions, but increase their adaptability, by finding new combinations of flexibility and security. The search for new solutions can be greatly helped by supranational mechanisms of co-ordination and evalutation, as well as by processes of mutual obervation and learning. Résumé
