Yves CANNAC - Should the ENA’s monopolistic position be maintained?

The quasi-monopolistic position of the ENA in the recruitment to the
major corps and the key civil service positions is an expression of the lack
of consideration of the State for the society it is supposed to serve. Such a
monopoly deprives the civil service of a part of the economic, financial,
legal, sociological and international expertise it requires. It should be abolished
and replaced by a more pluralist recruitment procedure.
