In a period dominated by new pehenomena – from globalization to the
problem of governing – districts are undergoing important transformations
while their fundamental role as public institutions close to the
citizens is maintained and even strengthened. As voters as well as participants,
as users, governed and taxpayers, citizens are part of a changing
relationship while new forms of legitimation, responsabilization
and participation are being explored.
