The districts have been one of the resources of the European movement.
By allowing a closer system of exchange, the European construction has
contributed to the strengthening of widely shared traditions of local
autonomy. However, the Europe of local powers has been given even
less official recognition at the supranational level than the Europe
of regions. In this regard there are, however, important differences
between the Council of Europe and the European Union. Far from
being obsolete, the concept of local autonomy seems to be one of the
strong values of a democratic Europe concerned with the respect of the
diversity of its various components.
