Our civil service is confronted to a double process of Europeanization, judicial and sociological. Although not imperilling its major rules (the general status, competitive entrance exams…) this process is nevertheless threatening several elements of its fundamental “historical compromise” and is opening an historical transition toward a partly renewed model of civil service, whose characteristics are still vague, even though the general trend is clearly perceptible.
