In France as well as in Europe, whatever their name – municipalité, district, gemeinden, demoi, county… –, and the diversity of their legal and geographical characteristics, or the differences in their mode of action, districts play a fundamental role in our national economies. Their organization should not be ossified but innovative in order to accompany the population in the social, economic and cultural transformations brought about by globalization and the new communication technologies. That is the price to pay for them to remain popular with our citizens. Résumé
