After inventing constitutionalism without a constitution, Europe must
now establish the bases of a new construction, i.e. a political system
which gives more room to the citizens yet without too much reducing
the role of the states with which the citizens still identify. This is a difficult
task, but surely one that is worthy of the universalist ambitions
of the promoters of European integration.
