The Indian regime established from the beginning a balance between a
parlamentarian and a moderately federalist systems. It has been gradually
transformed by the shifting balance of forces between the various
powers and by the emergence of a crisis of representation directly or
indirectly due to the growing division of the social forces that have
entered the competition in the political field. So far, thanks to public
opinion support, the established powers have managed to produce
mechanisms to correct worrisome drifts. However, given the lack of
liberties allowing public opinion to play a role, problems of legitimacy
may worsen.
