In theory, the pharmaceutical industry depends on the physicians since
they alone may prescribe medicines, and on the state which alone is
authorized to agree to the marketing of a product and to fix its price if
it is refundable by the health insurance system. However, over the last
twenty years it has become obvious that, volens nolens, physicians are
under a very strong influence from the industry. On the other hand the
state has failed to control pharmaceutical expenses and help the formation
of pharmaceutical groups at the national level, because of its lack
of a clear and firm position until recently, with the exception of a few
breve periods of time.
