The reduction of poverty in India requires a revival of the structural
reforms implemented at the beginning of the decade but which have been
blocked by social constraints over the last three years. However, the
emergence of a middle class and a new perception of different ways of
life by the largest numbers represent a challenge for social structures
based mainly on resignation. This being the case, the passage from a logic
of subordination of the economy to social constraints to a dynamic of
growth leading to an acceleration of social transformation will depend
on the acceptance, by the middle class, of the short term cost of structural
reforms, and on the ability of the public authorities to harmonize
the pace of reforms and that of social change. The current political instability
may partly result from the difficulty to carry out this task.
