Contrary to a commonly held idea ministers are more responsible
today than at any time in the past. They are politically responsible
because the sanction of errors hits individually, and sometimes severely,
those who have committed them. They have been responsible before the
law since the creation of the Court of Justice of the Republic in 1993 and
the change of mind of the final Court of Appeal in 1995. They are also
financially responsible as illustrated by the Nucci case.
