The multiplicty and complexity of the procedures reflect the institutional
balance within the Community which, in turn, depends on the existing
balance between the interests of the member States, the interests of the
Community and the demand for popular participation to the decisionmaking
process. As far as the legal system is concerned, the choice of the
legal basis of the action of the Community should be the way to follow in
the maze. Although it is not possible to simplify this maze, an effort has
been made to increase the transparency of the decision-making process.
