Jacky RICHARD - The function of the ENA for the higher civil service

The ENA is a training school that provides the administration at large with
most of its higher civil servants. For the past half-century it has fulfilled this
function successfully. However, in the more recent period, the administration’s
employer have come to identify some of the weaknesses and deficiencies
of the product that is provided by the school. Today the functions
of the State are changing, and so are the expectations of the citizens and of
the users of public services. The training of higher civil servants should therefore
be remodelled and a larger part should be attributed to continuing
education.
