The likely prospect of a European Union enlarged to 16, and eventually to
20 or 25 member States, raises several questions about the possible consequences this would entail for the institutional system. First of all, how can
the efficiency of the decision-making process and of the working of the
various institutions be maintained ? Then, how can the institutional coherence
be combined with an increased differentiation in the implementation
policies and common actions of the Community ? Finally, how can
European citizens be expected to identify with a political framework which
will less and less resemble the institutional models they know ?
