In recent years European public policies have undergone three major changes : a spectacular broadening of the European political agenda which weakens the role of the member States in determining which problems public policies should address ; the emergence of European lobbies which tend to jeopardize the traditional forms of special interests representation ; an extension of the new modes of intervening in the public sphere.
