Pierre AVRIL - The parliamentary majority ?

Just as in England, the majority receives from the voters the mandate to
support the government in parliament, but it has two particular
features. On the one hand, it is less a governing than a governed majority,
given the predominant role of the presidential election and the parliamentary
procedure. On the other hand, it is used, given the unilateral
working of the separation of powers according to which its member’s
main role is to guarantee the presence of and the support for the ruling
bloc in the country. Its influence is felt in a negative way, in its greater
ability to bloc rather than to propose.
