Since 1958 an irresistible movement has led to the constitution of a closelyknit
political and administrative elite, through a two-sided process whereby
higher civil servants enter the political arene and the higher civil service
becomes increasingly politicized. If the accumulation of so much power in
a single group is increasingly being critized, it seems difficult to envisage
going back to the previous situation.
