There is no such thing as the « Enarchie ». The former students of the ENA
do not constitute a monopolistic caste, a homogeneous group nor an autonomous power structure. The central place occupied by the « énarques » in
the political class may be misleading. The ENA has not fulfilled the task it
was entrusted with in 1945, namely to establish a single recruitment procedure
for higher civil servants. Furthermore, the former students of the
ENA share no common origins and no common destiny. They only share
a common training.
