The national police is a complex administration with a centralized
structure and particularly difficult tasks. It is currently undergoing a
period of major transformation, with the creation of a neighborhood
police force which aims to deal more efficiently with the large-scale
development of petty delinquency. In this perspective, the initial training
of the police has been totally overhauled since 1999, and an ambitious
program of continuous education has been launched. However the
heavy operational constraints which affect the national police require a
long-term effort before training becomes part of its culture.
