Jacky RICHARD - What Perspective for the Civil Service?

The general status of the state’s civil servants is bound to change under
the combined pressure of rationality and the predominance of
European law over national law. While respecting the principle of the
civil servants’ career, new perspectives and changes in the general status
should lead to a better acknowledgement of the job performance of
civil servants. To achieve such a goal, good use should be made of the
strong reforms of public management introduced by the LOLF (Organic
law regarding financial statutes), which go far beyond a limited budgetary reform. The institution of a real Human resources management
system would also help coordinate the duties of the state as employer,
which are not clearly set forth today.
