Although the Prime minister does not always have the power to decide
he has the power to act, as well as the means to do or not to do so. The
constitutional power, the political power and the judicial power allow
the Prime minister to bring his personal touch to bear on the whole of
his government’s policy.
In a word, leaving aside the « cohabitation », Matignon always do more
or less everything.
