Although the term « subsidiarity » was introduced in the Maastricht Treaty
to replace the expression « federal vocation » rejected by the British, the
principle of subsidiarity undeniably expresses the federal vocation of the
European Union. Every effort is being made so that it might quickly
become, under the supervision of the Court of Justice, a constitutional principle
which guarantees a balance between the autonomy of the member
states and the responsibility of the Union for the major problems of common
interest.
