How Much Power for Local Elected Officials ?

France has always claimed to promote equality through a unitary
Republic. Should it now speed up the decentralisation of public education
and further the process of transfer of responsibilities for education
to local authorities without being suspected of neo-liberalism ?
Several foreign examples suggest that the answer should be positive.
This would require a clarification of the domains of competence in order better to assume the choices and responsibilities of education policy and to accept a number of changes in order to maintain the primary goal of the school system, i.e. the democratisation of educational achievements.
