Negotiate

Based on his double experience in Foreign Affairs, and the internal management of the government, Michel Jobert places the act of negotiation in its true perspective : on the one hand, the important international objectives which require a single direction and an unyielding determination ; on the other hand, a daily change in the multiple data that the autorities must take into account in their thoughts and with which they seek a continual arrangement. Two quite different approaches, the latter being much more demanding of the statesman who is subjected to a constant bombardement ; yet is devoted to remaining in power, since it is his most evident justification. Negotiation between unions and management, which is so often pushed on the front page of the newspapers, is treated here as a special branch of negotiation, combining certain curious conservatisms while everything changes in the surroundings.
