The Minister as departmental head

Is his role as a head of department the essential element of a minister’s job ? In reality, he has always been, under all France’s constitutions, a « double agent » at the interface of government and civil service. By virtue of the historic stability of their offices, ministers have overcome the power of departments. They must, and can, defend their authority against the multiple encroachments on their domain and on their decision-making powers that are threatened by the modem Presidency and by the office of Prime Minister.
